What does BPM mean?

BPM means Tax on passenger cars and motorbikes. In the Netherlands you are obliged to pay BPM for each passenger car, van and motorbike that is registered in the Netherlands. You also have to pay BPM if you import a passenger car, delivery van or motorbike from abroad. In case of a car insurance, the amount of the premium can be influenced by whether or not the BPM is deducted.

What is BPM?

BPM is the tax you pay for a passenger car, van or motorbike. The Tax Authorities calculate the BPM for a passenger car based on theCO2 emission . For a delivery van, camper or motorbike, the BPM is a percentage of the net catalogue price. In addition, you also pay BPM on certain extras that are part of the net catalogue price, such as extra options, accessories and extra costs for special versions. A car or motorbike will only be registered once BPM has been filed and the BPM has been paid. From that moment on, you may only drive the vehicle on the public roads. The person in whose name the vehicle is registered, has to pay BPM.

BPM meaning

BPM stands for Taxation of passenger cars and motorbikes. But when do you actually have to pay BPM? In the following situations you have to pay BPM:

  • If you have a registration number put in your name
  • If you have a delivery van converted into a passenger car
  • If you live in the Netherlands and use a car or motorbike with a foreign number plate
  • If your van no longer complies with the Entrepreneurs' Scheme or Disabled Persons' Scheme
  • If you no longer meet the requirements for taxi transport or public transport
  • If you have a loaned, hired or leased car with a foreign registration number
  • If your vehicle has higher CO2 emissions after adaptation

As an entrepreneur with a delivery van, you are eligible for a BPM exemption on the basis of the entrepreneurs scheme. This exemption is automatically granted if you are an entrepreneur for the sales tax. However, the BPM amount does count towards the additional taxable benefit. If you do not qualify for the entrepreneur scheme, you will have to declare and pay the BPM within one month after registration. During that month, you may drive the car on the public roads.
